recycled content: materials recovered or otherwise diverted from the solid waste stream, either during the manufacturing process (pre-consumer), or after consumer use (post-consumer) that are used in a new product. Spilled raw materials and scraps that undergo only a minimal amount of reprocessing and are normally reused in the original manufacturing process (as opposed to being diverted from the solid waste stream) do not qualify as recycled content.
